摘要: 本文基于投入产出序列表,提出数字经济要素投入核算框架,对我国数字经济要素投入结构开展测算及应用分析。研究表明,2018年数字资本服务量已经达到68208.96亿元,约占全社会总资本服务量的13.28%。2002—2018年数字资本服务量年均增速为20.37%,其中数字硬件资本服务年均增速为13.65%,数字软件资本服务年均增速为27.21%,数字软件资本服务在推动总资本服务量增长中作用越来越重要。进一步,研究发现数字软件要素对提高产业部门产出的作用显著,数字硬件要素对产业部门发展的影响降低。劳动投入对产业部门发展的影响仍然很大,改进劳动力结构可以明显提高全社会实际劳动投入,推动产业发展。为此,我国应充分发挥数字经济大国优势,积极改善数字经济治理能力,推动传统行业数字融合,实现经济高质量发展。

Abstract: Based on the input-output sequence tables, this paper proposes a theoretical framework of factor accounting of digital economy, and carries out the actual measurement and application analysis on the digital economy factor structure of China. The results show that the digital capital service volume reached 6820.896 billion yuan in 2018, accounting for about 13.28% of the total social capital service volume in the whole economy. During 2002—2018, the average annual growth rate of digital capital services is 20.37%, in which the average annual growth rate of digital hardware capital services is 13.65%, and the average annual growth rate of digital software capital services is 27.21%. Obviously, the role of digital software capital services in promoting the growth of total capital services is more and more important. A further study finds that the digital software factor can significantly improve industrial output, while the influence of digital hardware factor on the development of industrial sectors decreases. Improving the labor structure can significantly increase the actual labor input of the whole society and promote industrial development. Therefore, China should give full play to its advantages as a digital economy giant, improve the governance capacity of the digital economy, and promote digital integration of traditional industries, to fulfill high-quality economic development.
