摘要: 前沿研究关注传统交通基础设施的技术创新效应,却普遍忽视新型数字基础设施对技术创新的影响,也未重视其传导机制检验,以及技术创新效应是否存在异质性等问题。基于此,本文采用2006—2017年我国省级面板数据,检验新型数字基础设施的技术创新效应及其传导机制,并进一步考察不同政府关注度时期、不同人力资本水平以及不同传统交通基础设施发达程度地区的异质性影响。研究结果发现:第一,新型数字基础设施有助于提升地区技术创新水平,经过一系列稳健性检验和工具变量回归后,结论依然成立;第二,新型数字基础设施对技术创新影响的传导机制结果表明,新型数字基础设施通过降低交易成本优化资源配置和扩大技术溢出提升地区技术创新水平;第三,新型数字基础设施对地区技术创新促进作用存在明显的异质性,在政府关注度较高的时期、人力资本水平较高和传统交通基础设施较发达地区,新型数字基础设施对技术创新的作用更为明显。本研究有助于厘清我国新型数字基础设施与技术创新之间的关系,并为提升地区技术创新水平提供相应的政策建议。

Abstract: Current research focuses on the technology innovation effect of traditional transportation infrastructure, ignores the impact of new digital infrastructure on technological innovation, and does not consider the test of its transmission mechanism or whether the technological innovation effect has heterogeneity. Based on this, the paper uses the panel data of provinces in China for 2006—2017 to test the technological innovation effect of the new digital infrastructure and the transmission mechanism, and further investigates the heterogeneous effects of different government attention periods, different human capital levels and different traditional transportation infrastructure. Firstly, the new digital infrastructure improves regional technological innovation, and the conclusion is still valid after a series of robustness tests and instrumental variables regression. Secondly, the transmission mechanism shows that the new digital infrastructure mainly reduces transaction costs, optimizes resource allocation and expands technology spillover. Thirdly, the new digital infrastructure has obvious heterogeneity in promoting regional technological innovation. In the period of high government attention, high level of human capital and developed traditional transportation infrastructure, the role of new digital infrastructure on technological innovation is more obvious. This study helps to clarify the relationship between China’s new digital infrastructure and technological innovation, and provides corresponding policy recommendations for promoting regional technological innovation.
