人工智能会加剧性别工资差距吗?——基于我国工业部门的经验研究

摘要: 随着新一轮科技革命和产业变革的快速推进,人工智能发展已经对劳动力收入分配产生了深远的影响,使得男性和女性劳动力收入水平差距呈现出新的特征。本文在 Aghion 等(2017)的研究基础上,进一步将工业部门划分为低技术部门与高技术部门,从性别视角刻画了人工智能发展对不同工业部门、女性和男性劳动力需求结构及性别工资差距的影响。本文从理论和经验两个层面证明:第一,人工智能发展在增加低技术工业部门对女性劳动力需求的同时,将增加高技术工业部门对男性劳动力的需求;第二,人工智能发展将会缩小低技术工业部门的性别工资水平差距,扩大高技术工业部门的性别工资差距;第三,位于收入分布中高端的劳动力更容易从人工智能发展中获取工资水平的提升。本文进一步发现,性别歧视是造成低技术工业部门劳动力性别工资差距的主 要因素,而劳动力个体特征差异则是造成高技术工业部门性别工资差距的主要因素。本文研究结果的政策含义是:政府在加快推进人工智能发展与应用的同时,要加强对性别歧视的监管,积极引导劳动力,尤其是女性劳动力学习“人机协作”所需专业技能,鼓励企业进行劳动力转岗技能培训,建立国家高素质人才储备的长效机制。

Abstract: With the rapid advance of a new round of scientific and technological revolution and industrial transformation, the development of artificial intelligence (AI) has a profound impact on the distribution of labor income, making gender wage gap take on new characteristics. Based on Aghion et al. (2017), this paper further divides the industrial sector into low-tech sector and high-tech sector. From the perspective of gender, this paper describes the impact of AI development on male and female labor demand structure and gender wage gap in different industrial sectors. This paper proves both theoretically and empirically that: Firstly, the development of AI will not only increase the demand for female labor force in low-tech industrial sector, but also increase the demand for male labor in high-tech industrial sector; secondly, the development of AI will alleviate the gender wage gap in low-tech industrial sector and aggravate it in high-tech industrial sector; thirdly, the labor force at the upper end of the income distributio is more likely to benefit from the development of AI. This paper further finds that gender discrimination is the main factor causing gender wage gap in low-tech industrial sector, while the difference of individual characteristics of labor force is the main factor causing gender wage gap in high-tech sector. This paper has profound policy implications: while accelerating the AI and industrial integration, the government should enhance regulation of gender discrimination, actively guide the labor force, especially the female labor force to learn professional skills required for “man-machine collaboration”, encourage enterprises to carry out the labor transfer skills training, and establish a long-term mechanism of national high-quality talent reserves.
