个人碳交易机制可以改善家庭能源贫困吗?——兼论我国个人碳交易市场的核心参数设计

摘要: 能源贫困和气候变化是人类可持续发展中相互制约的两大难题,在个人碳排放占比不断增加的背景下,设计兼具改善家庭能源贫困的个人碳减排机制至关重要。本文通过构建个人碳交易模型,利用中国居民能源消费调查最新公开数据,分析个人碳交易机制对改善能源贫困的作用,并进一步对我国个人碳交易机制中的配额与价格等核心参数进行设计。结果显示,第一,我国部分地区居民的能源贫困问题较为严重,能源贫困发生率及能源贫困强度区域差异较大。第二,个人碳交易机制的实施有助于改善能源贫困,实施个人碳交易机制使样本内八大经济区的能源贫困发生率均下降,并使除东部沿海地区外其他地区的能源贫困强度下降。第三,只有较大幅度地提高碳配额分配中的有偿配额比例,才能有效改善能源贫困;均衡碳价格的提高可以降低全国层面上的能源贫困发生率,但在地区层面上呈现异质性。第四,比较价格与数量两种参数,碳价格调整政策更有利于降低能源贫困发生率,配额调整政策更有利于降低能源贫困强度。本研究为我国未来个人碳交易市场的建立实施及能源贫困的改善提供了有益参考。

Abstract: Energy poverty and climate change are two conflicting major problems that restrict the sustainable development of mankind. It is vitally important to design individual carbon emission reduction mechanisms that simultaneously reduce energy poverty. By building a personal carbon trading (PCT) model and using the latest China Residential Energy Consumption Survey data, this paper analyzes the role of PCT scheme in reducing energy poverty and further designs the core parameters such as quota and price in China’s PCT. The results show that: first, energy poverty in some parts of China is a serious problem with large regional differences in energy poverty incidence and strength. Second, the implementation of PCT scheme contributes to the reduction of energy poverty, lowering the poverty incidence in all eight economic zones in the sample, reducing the poverty strength in all zones except the eastern coastal zone. Third, only large increase of the paid quota in the proportion of carbon quota can effectively mitigate energy poverty; the rise of equilibrium carbon price can reduce the energy poverty incidence in the national level, but has regional heterogeneity. Fourth, the carbon price parameter has a clear effect on the reduction of energy poverty incidence, and the quota parameter is more conducive to reducing energy poverty strength. This study provides a useful reference for Chinese government to establish and implement PCT schemeand reduce energy poverty.
