Abstract: Based on the cognition that the fundamental path of economic transformation and sustainable development for resource exhaustion regions lies in the economic development’s transformation from resource dependence to innovation driven, the paper constructs a set of evaluation index system for the economic transformation, which regards the goal, mode, resource, capital, technology, system and market mechanism’s innovation as the core contents, and determines the corresponding evaluation standards. Through the empirical analysis of the typical areas’ economic transformation process, the paper reveals the outstanding restricted factors and main points of these regions’ economic transformation.
