Abstract: By using data collected through interviewing rural experts, cadres in county, township and village levels, and through household questionnaire survey, this paper analyzes existing problems within basic public service, specifically public services in livelihood, productive and public security areas in rural areas of China from perspectives of three dimensions. The results indicate that insufficient public service capacity and incomplete public financial system of government, especially local government level, are the main factors causing contradiction between supply and demand of rural basic public services. Therefore, in order to provide basic and secured public services to farmers, priorities must focus on establishing integrated urban-rural public service system, completing public financial system and strengthening capacity of public service of government in all levels.
