电商发展能降低贫困发生率吗?——来自电子商务进农村综合示范县的证据

Can the Development of E-Commerce Reduce Poverty Incidence?— Evidence from China’s Rural E-Commerce Demonstration Counties Project

摘要: 从精准扶贫到乡村振兴,巩固脱贫攻坚成果和持续增加农民收入成为当前农村工作的重心。在此背景下,本文基于四川省2016年第三次全国农业普查数据和2018年乡村振兴战略统计监测数据分析了电商扶贫的实际效果和作用机制。本文研究发现,电商示范项目使贫困发生率降低1.8个百分点;电商示范项目主要通过其他农业主体带动贫困户脱贫,即间接机制发挥作用,贫困户自身直接参与电商线上销售进而增加收入的直接作用效果并不明显;电商扶贫不仅能够解决农产品过剩的问题,还具有刺激农产品供给增加的增量效应。本文为新时代扶贫长效机制的建立和乡村振兴战略的实施提供了来自电商示范项目的经验证据。

Abstract: From targeted poverty alleviation to rural revitalization, consolidating the results of poverty elimination and continuing to increase farmers’ income has become the focus of current rural work. In this context, this paper analyzes the effectiveness and mechanism of e-commerce poverty alleviation based on the data of the third national agricultural census in 2016 and the statistical monitoring data of the rural revitalization strategy in 2018 in Sichuan Province. The main findings are as follows, firstly the e-commerce demonstration project has reduced the poverty incidence by 1.8%. Secondly, the e-commerce demonstration project mainly depends on other agricultural entities to drive poor households out of poverty, and this indirect mechanism plays an important role. The direct effect of poor households participating in e-commerce online sales to increase income is not significant. Thirdly, e-commerce poverty alleviation can not only solve the problem of surplus of agricultural products, but also has the incremental effect of stimulating the increase in the supply of agricultural products. This article provides empirical evidence from e-commerce demonstration projects for the construction of a long-term poverty alleviation mechanism and the implementation of rural revitalization strategy in the new era.
