Abstract: Fulfilment of social responsibility is crucial for sustainable development of public hospitals. “Index Evaluation System of Social Responsibility of Public Hospitals Based on Stakeholder”can be used as an efficient assessment tool in this aspect. Empirical studies have shown that rapid development of hospitals incur high costs; there is a mismatch between contribution and returns of the senior managers and physicians of public hospitals; there is a widening gap between actual efforts made by medical staff in social responsibility and what the public perceive. Only through improvements in governance structure of public hospitals, greatly enhancing the status and remuneration of doctors, increasing the transparency of hospital information and sense of social responsibility of medical staff can hospitals enter a virtuous circle, and public discontent reduce.
