摘要: 本文采用柯布-道格拉斯生产函数模型,基于1995年-2008年的研发资金的投入和产出的相关数据,对我国研发活动的成效进行了分析,得到了一些有意思的结论:总体而言,我国应该加大研发经费的支出。但如果我们更注重我国研发成果的质量,则研发资金的分配应该倾向于加大支持的强度;如果我们更注重我国研发成果的数量,则研发资金的分配应该倾向于支持更多的研发人员从事研发活动。同时,从长期来看,无论是以我国研发活动的质量还是数量为衡量标准,都应该增加对研发活动投入经费的支出,以实现最佳研发活动的规模。

Abstract: Based on financial input and output data of research and development (R&D) from years 1995 to 2008, we analyze the effectiveness of R&D activities using the Cobb - Douglas production function model in this paper. Some interesting conclusions have been obtained as: Overall, China should increase R&D expenditures. However, the allocation of R&D funding should be inclined to increase the strength of support if we pay more attention to the quality of our R&D results. The allocation of R&D funding should be inclined to support more R&D personnel to do R&D activities if we pay more attention to the quantity of R&D results. Meanwhile, in the long term, R&D expenditure should be increased in order to achieve optimal scale for R&D activities whether the quality or quantity is taken as the measure for R&D activities.
