Abstract: A government administrative department’s data supply and data demand is not always symmetrical. How to construct a statistical system, which integrates collection, processing, application, release of the department’s statistical data in an information system, to meet data supply and data demand? This paper gives the four general steps in designing Statistical System of a government administrative department by taking Beijing Municipal Commission of Housing and Urban-Rural Development as a Case: first, resolve administrative functions; second, construct basic framework of statistical system; third, design the statistical contents in blocks; fourth, ascertain submitted period, data sources and transmission channel.
