Abstract: Income uncertainty is an indispensable variable in studying the issues relevant people’s income and consumption. How to make a scientific and accurate measurement of income uncertainty is always the focus and difficulty. On the basis of current study results, “Adjust Deviation Rate” is put forward to measure the people’s income uncertainty. This method overcomes the weakness such as the indicators are too indirect and there is no exclusion of the fluctuations that residents can expect which will make uncertainty magnified and limited by technological factors. Next, the income uncertainties of the urban and rural residents are measured by this method. Moreover, this paper makes a summary and description of its characters and applications.
