Using Engel’s Law to Estimate CPI Bias with Chinese City Statistical Data

摘要: 本文引入Hamilton-Costa方法,利用现有的城市价格和收支统计数据,对中国CPI偏差进行了估计。研究发现,以1997年作为基年,1998年和2000-2006年中国公布的定基CPI与中国城镇居民生活成本指数不存在偏差;1997-2006年间,仅1999年存在5.83%的累积偏;研究还发现,中国的恩格尔系数存在横向与纵向的差异,不能通过横向简单对比来评价城市间的生活水平差别,也不能通过简单对比2000前后的恩格尔系数评价中国城市的生活水平的变动。

Abstract: This paper introduced Hamilton-Costa method which is based on Engel’s Law and provide the first estimate of overall CPI bias to estimate the CPI bias since 1997 with Chinese City Statistical Data. It finds that accumulative CPI bias is inexistent in 1998 and the period between 2000 and 2006, but 5.85 percent in 1999. The finding implys that we can use CPI to describe the city’s Cost of Live in 1998 and the period between 2000 and 2006. The paper also finds cross-sectional dissimilitude and timely leap of Engel’s Coefficient in china, the relation between expenditure and Engel’s coefficient shows quantitative difference in the city of china, and the statistical data shows that Chinese Engel’s Coefficient experienced a leap in the year about 2000.
