Abstract: In this paper, we first analyze the law of distribution of human resource in China, and then set up an overlapping generation model introduced into an uncertainty factor about human resource. At last, we expound the endogenous decision of human resource accumulation in the frame of market and public education regimes and the reform of education financing regimes. As a result, we draw the conclusion that the routes of human resource accumulation and reform direction of education regime are endogenously decided by the uncertainty in human resource accumulation and the output elasticity of education expenditure.
