Abstract: The current system of unemployment statistics in our country must be reformed in order to meet the requirement of macro regulation under socialist market economy. Therefore, the measurement of unemployment rate was discussed in detail from the actual situation in our country. And then ,the concept of the indicator: permanent population(rate) was posed, and its role in macro readjustment in the regions and even in the whole country were analyzed. Thus, new idea to build the system of unemployment statistics for the new period was formed.
