摘要: 统计监督是党和国家监督体系的重要组成部分,是政府统计工作的基本职能。本文系统阐释统计监督职能的内涵,立足整个政府统计运作过程讨论如何有效发挥统计监督职能。首先,本文从统计服务基本功能的视角提出统计的职能性监督,从政府统计运行机制的视角提出统计的管理性监督,指出职能性监督体现了统计监督的基本规定性,而管理性监督是实现职能性监督的保障。其次,本文论证了独立性和统一性是实现有效统计监督的必要条件,并阐明组织机制设计对于统计监督有效性的影响。最后,针对我国统计监督职能发挥所面临的关键制约因素,提出适度提高政府统计组织机制的垂直集中度、加强专业人才培养、利用好社会力量等政策建议。

Abstract: As an important part of the inspection and supervision system of the Party and the nation, Statistical Inspection and Supervision (SIS for short) is of the basic functions of China’s government statistical system. This paper elaborates the connotation of the function of SIS and discusses how to facilitate the SIS to function efficiently from the perspective of the whole process of official statistics. First, this paper makes a distinction between functional SIS, which is defined in the viewpoint of the official statistics’ servicing functions, and the administrative SIS, which is defined in the viewpoint of the official statistics’ business process; and it is clarified that the functional SIS reflects the ultimate objective of SIS, and the administrative SIS serves to increase the efficiency of the functional SIS. Furthermore, this paper demonstrates that independence and coherence of official statistics are two basic principles in assuring the efficiency of SIS, and then expounds the role of organizational mechanism. Finally, targeting the crux of inefficiency of China?s SIS, this paper proposes some policy suggestions, such as appropriately increasing the concentration of the government statistical organization, strengthening the staff training, and enhancing third parities’ participation in the SIS.
