地区购买力平价与2015—2019年省级地区居民消费价格水平——基于84个主要城市的研究

摘要: 地区价格水平是影响一个地区公共服务实际投入和居民实际收入的重要变量之一,也是影响居民实际生活水平的重要因素,与居民的“获得感”和“幸福感”紧密相连。本文利用地区购买力平价(PPP)方法测算和推算了我国31个省级地区2015—2019年居民消费的地区PPP,以反映和比较各地区居民消费价格水平的差距和变动情况。研究发现,以北京为基准地区,2017年,我国居民消费地区PPP值在0.8011~1.0150之间。从消费品属性看,货物类消费品价格水平的地区差距较小,服务类消费品价格水平的地区差距较大;从消费品类别看,食品烟酒类、生活用品及服务类、医疗保健类的地区价格水平差距相对较小,衣着和居住的地区价格水平差距相对较大。从动态视角看,2017年以前居民消费品价格差距逐渐缩小,但2017年以后又有所扩大,中西部地区和东部地区价格水平差距被拉大。进一步分析表明,居住和医疗保健两个类别中服务类居民消费品价格波动分化是出现这一现象的重要原因。

Abstract: The regional price level is one of the important variables affecting the real input of public services and the real income of households in a region, and also an important factor of actual living standards, closely related to the sense of gain and happiness. In order to reflect the spatial differences and changes in household consumption price levels of China from 2015 to 2019, the PPP method is employed in this paper to calculate the sub-national PPP of 31 provinces. The main findings are: Taking Beijing as the benchmark region, the provincial PPPs of China are between 0.8011?1.0150 in 2017; For goods and services, the spatial price differences of goods are quite small, while the differences of services are relatively large; By category, the spatial price differences of “Food, Tobacco and Alcohol”, “Articles for Daily Use and Services” and “Health Care” are relatively small, while the differences of “Clothing” and “Housing” are relatively large; From the dynamic perspective, the regional price level of Eastern China, Central China and Western China narrowed before 2017, but expanded after that, which was mainly led by the price fluctuation of services in “Housing” and “Health Care”.
