摘要: 突发全球性重大传染病“新型冠状病毒肺炎”仍在蔓延。疫情相关大数据的开放及精准防控应用不仅长期占据公众关注的焦点,更是国家应急管理部门及社会各界疫情防控现代化的重要基础,新冠肺炎疫情防控亦成为国家应急管理部门的一项重要职责。同时,与疫情防控相配套的新生态统计系统的应急建设,作为互联网统计体系实践和现代统计学科应用的实例,也具有重大的研究意义。本文以我国地级以上政府数据开放平台新冠肺炎疫情数据开放现状为分析案例,结合互联网技术及特征的数字技术和应用统计理论,建立了包括数据源专业统计、疫情数据开放统计以及市场应用统计在内的突发重大传染病疫情数据互联网统计体系,并提出相应的政策建议。

Abstract: The emerging severe global infectious disease COVID-19 is still spreading. The opening of the epidemic-related big data and the application of precise prevention and control have not only occupied public attention for a long time, but also become an important foundation for the modernization of epidemic prevention and control of national emergency services and all sectors of society. The prevention and control of COVID-19 has also become an important responsibility of national emergency services. At the same time, the urgent construction of a new ecological statistical system supporting epidemic prevention and control, as an example of the practice of Internet statistical system and the application of modern statistics, is of great research significance. Therefore, this article takes as an analysis case the current situation of the openness of the COVID-19 data on Chinese local governments’ data opening platforms at or above the prefecture level, combine with the digital technology and applied statistical theories based on Internet technology and characteristics, in order to establish the Internet statistical system of data of emerging severe infectious diseases, including professional statistics on data sources, open statistics on epidemic-related data, and market application statistics. Eventually, the article gives several corresponding policy recommendations.
