Child Migration and the Labor Supply of Migrant Mothers

摘要: 本文首先探讨了女性农民工劳动供给决策的理论机制,进而使用LPM-2SLS和IV-Tobit模型研究了子女随迁对女性农民工劳动参与决策及其工作时间的因果效应以及替代性照料的调节效应。结果表明,子女随迁会使女性农民工的劳动参与概率和周工作时间对数分别平均减少40%和2.485。进一步研究发现,幼儿园等机构提供的外源性照料使得子女随迁家庭的女性农民工劳动供给显著增加;而隔代照料对子女随迁家庭的女性农民工劳动供给的正效应则十分有限,该调节效应不显著主要源于隔代照料对老人健康的不利影响,此不利影响加重了老年照料压力进而抵消了隔代照料对于女性劳动供给所产生的大部分正效应。本文的政策含义在于,完善替代性照料相关政策并释放制度红利可削弱子女随迁对女性农民工劳动供给的负效应,但对于隔代照料等家庭内部非正式照料而言,还需并行考虑健康及医疗干预政策。

Abstract: This paper firstly analyses the theoretical mechanism of decision-making on female labor supply of migrant workers, and then employs LPM-2SLS and IV-Tobit model to estimate the causal effects of child migration on female labor participation of migrant workers and hours of work, as well as the moderating effects of alternative childcare. The results show that the labor participation probability of female migrant workers and the logarithm of weekly working hours will be reduced by 40% and 2.485 respectively due to child migration. Furthermore, we find that outsourcing childcare such as kindergartens has a positive moderating effect in significantly increasing the labor supply of migrant mothers, whereas the positive moderating effect of grandparents’childcare on female labor supply is negligible. The insignificant moderating effect arises from the side-effects of providing childcare on grandparents’health, which increase the elderly care burden and offset most positive effects. The policy implication is that developing the relevant policies targeting at offering easier access to alternative childcare and releasing the institutional dividend could weaken the negative effect of child migration on the labor supply of female migrant workers. Meanwhile, for the domestic childcare such as grandparents’childcare, health and medical intervention policies should also be considered simultaneously.
