资源型城市的要素错配问题更严重吗?

摘要: 随着我国经济进入高质量发展阶段,提高生产要素配置效率成为当前的重要任务之一。本文首先对现有要素错配测算方法进行改进,在资本和劳动要素的基础上加入能源投入要素,推导出要素价格的绝对扭曲系数和相对扭曲系数,从错配程度和错配方向两个层面构建了一个新的要素错配测算框架;进而,以2003—2018年城市层面数据测算了我国254个地级市的要素错配程度和错配方向;最后,根据资源型城市的类型对其进行比较分析。定量分析结果发现:从城市平均水平来看,能源要素错配问题最严重,劳动要素的错配程度次之,资本要素的错配程度最低,大部分城市存在资本和能源要素配置过度、劳动要素配置不足问题;与非资源型城市相比,资源型城市的要素错配问题更严重,劳动、资本和能源三种生产要素的错配程度均较高;其中,成熟型城市存在过度使用资本和能源要素的情况,而衰退型城市则面临着资本要素配置过度和劳动力配置不足的双重困境。

Abstract: As China?s economy has entered into the stage of high-quality development, improving the allocation efficiency of production factors has become one of the important missions currently. Firstly, this study improves the measurement method of factor misallocation. On the basis of capital and labor, energy input factors is taken into account in the production function. The absolute distortion coefficient and the relative distortion coefficient of factor prices are deduced, so as to construct a new measurement framework of factor misallocation from the aspects of misallocation degree and direction. Secondly, based on the city-level data of 2003 to 2018, the misallocation degree and direction of factors in 254 cities of China are measured. Lastly, the factor misallocation is compared and analyzed in different types of resource-based cities. The quantitative analysis results show that energy misallocation is the most serious, followed by that of labor, and capital misallocation is the least. And most cities have the problems of over-allocation of capital and energy, but insufficient allocation of labor. Compared with non-resource-based cities, the factor misallocation is more serious with a high degree of misallocation of labor, capital and energy in resource-based cities. Mature resource-based cities have the problems of overuse in capital and energy, while resource-based cities in recession are faced with both over-allocation of capital and insufficient allocation of labor.
