Abstract: The first link in the construction and application of information system is to make investigation of systematical demands and systematical analysis by application demands. In fact, this work determine the design standard and application results of the corresponding information system. The statistical system has a long history of computer application, but the problem how to grasp this working link and coordinate the business design of statistics and the technical design of the system has still not been solved, blindness exists to some extent. The paper has made discussion on these issues.
