技能和无技能劳动力工资扭曲、利率扭曲与效率损失

摘要: 近几年,要素配置效率变化对全要素生产率变化的贡献有所上升,并且源于劳动配置效 率变化产生的损失高于其他因素。文章分析了技能与无技能劳动力的相对工资扭曲和利率扭曲,以及两类扭曲导致的劳动配置效率和资本配置效率变化对全要素生产率变化的影响。研究提出如果不考虑行业均衡工资的差异,会高估劳动力错配程度及其造成的效率损失。通过改进Aoki方法,对国内行业数据的分析显示:绝大部分技能密集型行业的工资摩擦是“税收型” 的,教育业、科学研究和技术服务业、卫生和社会工作的实际工资明显低于均衡工资;教育业相对于非技能密集型行业的工资扭曲程度非常高,技能劳动者从教育业流出的问题仍然严峻;大部分非技能密集型行业的工资摩擦是“补贴型”的; 垄断程度较高和资产价格泡沫较为严重的行业的实际工资高于均衡工资。消除技能与无技能劳动力的相对工资扭曲将在很大程度上改善人力资本结构与行业技能结构的匹配度。

Abstract: In recent years, the contribution of resource allocation efficiency to TFP change has increased significantly, with labor misallocation contributing the most to TFP loss. We analyse the relative wage distortion between skilled labor and unskilled labor, interest rate distortion and TFP loss due to labor misallocation and capital misallocation caused by these two distortions. We find that the degree of labor misallocation and the ensuing TFP loss will be overestimated if the difference of equilibrium wage among industries does not be considered. With the improved Aoki method, the data analysis of the industries in China finds that wage frictions in most of skill-intensive industries are " tax type" , whereas in most of non-skill-intensive industries wage frictions are " subsidy type" . The actual wages of industries with higher monopoly or more serious asset price bubbles are higher than the equilibrium level; the actual wages of education, scientific research and technical services, sanitation and social work are much lower than the equilibrium level; the wage distortion of education industry is very high and the outflow of skilled workers from education industry is still serious. Therefore, eliminating the relative wage distortion between skilled labor and unskilled labor will greatly improve the matching degree between labor structure and technical structure of industries.
