Abstract: The complexity of digital economy’ s integrated development raises higher requirements for compiling digital economy satellite account ( DESA ). Based on a comparison of three representative measurement frameworks of digital economy from OECD, BEA and China Academy of Information and Communications, combined with the important strategy of “ accelerating digital industrialization and industry digitization” in China, this paper makes it clear that the purpose of compiling China’ s DESA is to grasp the transmission mechanism and the scale of influence of digital economy on traditional industries. Therefore, it defines digital economy industries and products, divides them into basic and integrated industries of digital economy, digital and digitalized products, from the perspective of the integration of digital technology with the real economy, and recognizes the scope of digital economy accounting accordingly. Then it tries to compile the basic framework of China’s DESA which is comprehensive and internationally comparable, and designs the core table and related indexes. Finally, the paper points out the realistic challenges and puts forward suggestions from the government, enterprise, and social perspectives.
