摘要: 作为信息流通的媒介,互联网能否成为推动工业结构升级的重要驱动力?本文以1995年中国互联网商用作为准自然实验,采用倍差法系统分析互联网在地区工业结构升级中的作用。结果表明,互联网的应用显著促进了地区工业结构的升级,该效应在中国互联网商用之后逐步增强,并且在使用多种方法进行估计后,上述结论依然稳健。分组检验表明,互联网对地区工业结构升级的影响具有明显的地区差异,其显著促进了东部和中部地区的工业结构升级,但是对西部地区的作用甚微;互联网的工业结构升级效应在国有化水平低的地区更为明显。进一步基于中介效应模型的机制分析发现,互联网普及率的提高通过“生产率提升效应”和“资源配置效应”作用于地区的工业结构升级。最后,门限检验表明,互联网对地区工业结构升级的影响受到地区研发投入规模、人力资本水平、知识产权保护强度以及市场分割程度等因素的制约。本文可以为理解中国地区工业结构的升级提供来自网络政策变动的新解释,同时丰富了互联网经济绩效评估方面的理论研究。

Abstract: Based on the natural experiment of the commercial use of the Internet of China in 1995, this paper adopts a difference in difference method to empirically investigate the impact of the Internet on the upgrading of regional industrial structure. The study finds that the increase of Internet penetration has significantly promoted the upgrading of regional industrial structure. This effect has been gradually enhanced after the commercialization of Internet in China, and the above conclusions are still robust after using a variety of estimation methods. Grouping test shows that the impact of the Internet on the upgrading of regional industrial structure has obvious regional differences, which significantly promotes the upgrading of industrial structure in the eastern and central regions, but has little impact on the western region. The industrial structure upgrading effect of Internet is more obvious in areas with low level of nationalization. Further channel tests show that the increase of Internet penetration affects the upgrading of regional industrial structure through the mechanisms of “productivity enhancement effect” and “resource allocation effect”. Finally, the threshold test shows that the impact of Internet on the upgrading of regional industrial structure is constrained by the regional R&D investment scale, human capital level,intellectual property protection intensity and market segmentation degree. This paper provides a new explanation for understanding the dynamic changes of industrial structure in China in recent years from the perspective of Internet policy changes, and it enriches the theoretical research of Internet economic performance evaluation.
