Abstract: Based on analysis of the historical background, new changes and new requirements of the rolling benchmarks in ICP 2017, it is found that the comparison programme with the rolling benchmarks not only shares the survey task and raise the PPP frequency, but also lays a systematic foundation and creates a good condition for integrating ICP and CPI in an more in-depth way. Therefore, this paper offers a comprehensive path to the integration of ICP and CPI with product integration, compilation of adjusted CPI and SN-PPP as its core, based on the understanding of three dimensions, i.e., products, time and space, taking the currency purchasing power as its cut-in point. Finally, based on the reality in China, some proposals on the short-term and long-term plans of implementing the comparison programme with rolling benchmarks are put forward.
