摘要: 判断产业结构的优化程度,是一个具有重要方法论意义和政策内涵的问题。本文在合理化与高级化的理论框架下,从行业份额、行业功效与行业特征三个维度,构造了衡量产业结构优度的新方法,对中国30个省区的产业结构优度进行了测算,绘制出产业结构优度地图,对比分析了七大经济区产业结构的差异及成因,并就工业和服务业内部的结构优度问题进行了讨论。研究发现:从省际角度看,产业结构优度呈现出明显的梯度分布特征,东部沿海省份最高,自东向西逐级递减;在区域层面,七大经济区的产业结构存在着一定的区内相似性和区间差异性;从大类行业看,工业结构优度的波动性较大,易受宏观经济变化的影响,服务业的结构优度则相对稳定。

Abstract: The estimation of optimized degree of industrial structure has great significance in methodology and political implications. Under the framework of rationalization and advancement, this paper proposes a new approach to measure the optimized degree of industrial structure from three dimensions: industry share, industry efficacy and industry characteristic, and depicts a map of the industrial structure optimized degree of 30 provinces in China based on the estimation results. Then this paper analyzes the diversity of the industrial structure among seven economic zones, and explains how this kind of structure is shaped. After that, the internal structure of industry and service industry is discussed. The results show that: at the provincial level, the optimized degree of industrial structure presents an obvious gradient distribution, which performs best in the eastern zone and declines from east to west gradually; at the regional level, the industrial structure in the seven economic zones not only shows some similarities, but also exists differentiation among east-central-west areas. From the perspectives of industry categories, the optimized degree of industry structure seems to be more volatile and easily fluctuated by macroeconomic changes, while that of the service industry is relatively stable.
