环保部约谈与环境治理:以空气污染为例

Administrative Interviews of China MEP and Environmental Governance: An Example of Air Pollution

摘要: 在属地化的环境管理体制下,要治理严峻的环境污染问题,必须敦促地方政府和官员增加对环保工作的重视,为此环保部门采取了一种约谈地方政府主要负责人的制度。本文针对公开约谈的25个城市,使用断点回归方法评估了这一政策对空气污染的治理效果,实证结果发现如果是因为空气污染原因被约谈,则约谈有显著的空气污染治理效果,但如果不是因为空气污染原因被约谈,则约谈对空气污染就没有影响。对单项污染物的分析则发现约谈的治霾效果主要体现在PM2.5和PM10上,而对其他空气污染物没有显著影响,这与目前空气污染治理考核集中在PM2.5和PM10上完全一致。此外,约谈的空气污染治理效应只在短期内有效,约谈过后不久,空气污染就恢复常态。

Abstract: It is necessary to mobilize the enthusiasm of local governments and officials to governance the severe environment pollution problems under the jurisdictional management system. For this purpose, the Ministry of Environmental Protection adopted the administrative interviews system to the mainly responsible of local government in order to urge local government to strengthen environmental protection. In this paper, the effects of administrative interviews on air pollution governance are evaluated using regression discontinuity method. The empirical results show that there is a significant governance effect of air pollution if the administrative interview was due to air pollution, but there is no impact on air pollution otherwise. Analysis on individual pollutants finds that the effects of administrative interviews are mainly reflected on PM2.5 and PM10, while there is no significant effect on other air pollutants, which is consistent with the current air pollution assessment indicators focused on PM2.5 and PM10. That is to say, local governments show a “stop-gap” feature in response to administrative interviews. In addition, the empirical results also find that administrative interviews just have very short-term effect on air pollution governance, the air pollution back to normal level shortly after the interviews.
