Abstract: Based on the legal texts of the 17 U.S. FTA partners, this paper quantitatively measures their negative lists’ sector restriction scope and intensity, and converts the sector restriction information into standard panel data with the ISIC4.0’ s two, three and four digital sector code as statistical caliber. According to these data, it builds the indicators such as Sector Coverage Rate, Accuracy of Sector Restriction, Standardized Degree of Accumulated Restriction, Core Sector Degree and Degree of Towards Core Sector, gives an analytical comment on the sector restriction scope and intensity of the overall and country specific properties of the U.S. FTA partners’ negative lists, and then makes comparative analysis on the unified negative list of China’s pilot free trade zones. It also gives some police recommendations on how to improve China’s negative list accord to the main conclusions.
