Abstract: A comprehensive and systematic assessment is needed to push forward the reform of rural land system and promote the land transfer orderly. This paper constructs the evaluation index system of regional land transfer, and comprehensively evaluates the land transfer situation and related factors based on the agricultural census. Our study finds that the current rural land transfer is not fully and smoothly, the land transfer area and the proportion of farmers participating in are limited, the proportion of farmers giving up the land is low. There is a significant obstacle, and many negative factors. It could start from the less developed areas, which have more for urgent needs of large-scale, intensive, scientific and technological management. Therefore, land transfer will be more smoothly, more easy to break through the development bottleneck and to achieve win-win.
