Abstract: China is undergoing a critical period of strategic adjustment of economic structure currently. On a tremendous impact of the transformation and upgrading, the recruitment difficulties and difficult getting job are emerging because of the coexistence of structural unemployment. Structural unemployment due to the labor market segmentation and the no-matching of supply and demand, the distinction and division of its source are the basis of enhancing the structural unemployment governance managing policies. This paper proposes a method to build the model of labor market segmentation with the characteristics of searching for match based on census data, study the conduction mechanisms of the labor market segmentation which leads to structural unemployment. According to different sources, the structural unemployment is decomposed. Given the cumulative effect of long-term structural unemployment, the interrupt the conduction mechanisms that lead to structural unemployment may contribute to the slowdown in structural unemployment previously. The decomposition of different sources for structural unemployment may make the governance policies more accurate and effective. In view of the offset each other and mutually reinforcing effect between the different sources of structural unemployment, this paper will study the change of the different sources and complex conduction mechanisms and propose the treatment for the structural unemployment in order to avoid the lack of policy coordination which may leads to the exacerbating of structural unemployment.
