Abstract: The migrant workers are characterized by their cluster distribution and highly floating, it is very difficult to study them by the regular sampling methods for lack of populations. An adaptive cluster sampling method has emerged to more efficient and less costly obtain the sample for statistic inference. This paper describes the theoretical and methodological backgrounds, basic ideas, major principles, and operational procedures of ACS based on the Beijing migrant workers sampling in 2007. It also discusses the problem when ACS is actually practiced.
