Abstract: The paper, starting from analyzing the construction mode and target of new type of rural cooperative medical care system, analyzed and evaluated the construction performance from two aspects of farmers' subjective feeling and the objective system effect, using the survey data coming from midland four provinces and twelve counties. The results revealed that most farmers approved welfare characteristics of new type of rural cooperative medical care system, but the compensation rate and farmers' satisfaction rate are lower. The welfare effects was obvious while its support capability should be improved. The primal problems is not because of the macro system design but the microscopic mechanism. To promote construction performance of it, we should adjust its starting line and top line to pay and compensation proportion to improve farmers' benefit rate form it. We should strengthen the regulation and monitoring to prevent the doctor moral risk. We should increase financial investment on sound financing scale especially on infrastructure construction and talent training of level medical and health care institutions.
