Abstract: Human capital and its efficiency in agriculture industry are discussed and compared with those in non-agriculture industry in the paper. The results show as follows: agriculture and non-agriculture human capitals both increased year by year, but agriculture human capital proportions took on downtrend; agriculture human capital productivity were all below non-agriculture’s, its TFP were close to non-agriculture’s before 1990, but obviously below it then on, and the former gap reason was the different ratio of human capital to material capital, and the latter gap reason was the different human capital effects on TFP; if human capital will be arranged, it is discovered that although human capital free flow improves efficiency, it reduces to agriculture shrinking. In the end this paper puts forward policies to promote agriculture.
