Abstract: In this article, the author explains the necessity to increase input in urban infrastructure by government, the contribution of treasury bonds special funds to the strengthening of urban infrastructure construction; reviews the performance of treasury bonds special funds in 1998, the problems exist in the construction of these projects; and provides suggestions to improve the construction of urban infrastructure projects.
