Abstract: Taking the 2004 Economic Census as an example, this paper focuses on the techniques and organizational system and analysis the factors that may affect the quality of census data. The conclusion is that it is the problem of the administrative organization system rather than the technical error, which is the main reason that affects the data quality in a census. This administrative organization system, however, leads to three errors that ordinary investigates generally do not lead to the adjustable errors, the whole-region error and the psychological orientation error. In order to eliminate these errors, it is imperative to mature the assess system of administrative achievements, to scientifically orientate functions of the Economic Census, to innovate the organizational system of it, to strengthen the independency of the statistical departments, and improve the budget indemnification mechanism and data collection system.
