环境规制、政府科技支持与工业绿色全要素生产率

摘要: 本文采用基于SBM方向性距离函数的Malmquist-Luenberger(ML)指数,对2009—2017年我国284个地级市工业绿色全要素生产率进行测算,并运用SYS-GMM和工具变量法等多种方法考察了环境规制与政府科技支持对地方工业绿色发展的影响。研究发现:环境规制和政府科技支持的联合实施具有促进地方工业绿色全要素生产率增长的长效机制,既增强了环境规制的作用效果,又显著提升了政府科技支持的影响。该结论在经过内生性问题处理以及替换核心变量衡量指标等多种检验后,仍具有较好的稳健性。两者的协同效应主要通过节能、减排和提高产品技术含量等途径与机制实现。进一步异质性分析表明,两者对沿海地区、省会城市、非资源型城市的协同效应更为明显;两者的协同效应在2012—2016年期间及之后有所增强;在工业绿色全要素生产率低分位点和高分位点的地级市,两者的协同效应相对较弱。本文验证了环境规制与政府科技支持这一激励约束机制对地方工业绿色全要素生产率增长的重要影响,为促进我国工业绿色发展提供了有益的参考依据。

Abstract: This paper uses the Malmquist-Luenberger (ML) index based on SBM vector distance function to measure the green total factor productivity of industry of 284 prefecture-level cities in China from 2009 to 2017. Then it explores the effects the implementation of environmental regulations (IER) and the government’s technology support (GTS) on the green development of local industries by using SYS-GMM and instrumental variable method. It finds that the joint implementation of IER and GTS has a long-standing mechanism to promote the green total factor productivity (GTFP) of local industries, both enhancing the effects of IER and significantly increasing the impact of GTS. This conclusion is still robust after multiple tests such as endogeneity treatment and replacement of core measurement indicators. The synergy effect is reached through energy conservation, emission reduction and improvement of product technology. Further analysis of heterogeneity shows that the synergy of GTS and IER is more obvious in coastal areas, provincial capital cities, and non-resource-based cities. From 2012 to 2016, the synergy effect is relatively stronger. The cities with low quantile and high quantile of the GTFP level, the synergy effect of GTS and IER is relatively weak. This paper verifies the positive influence of the incentive-restraint mechanism of GTS and IER on local industrial GTFP, and provides a useful reference for promoting China’s industrial green development.
