Abstract: The measurement of digital economy has become a new challenge confronted by macroeconomic statistics in the context of the information revolution. In order to accurately measure the scale of digital economy and its contribution to the national economy, preparing a digital economy satellite account (DESA) is a feasible solution. This paper sums up the international research experiences from OECD, the United States and New Zealand, etc. on DESA compilation and digital economy measurement and puts forward an overall framework of China’s DESA by analyzing basic concepts, kernel framework, core tables and data lists involved in DESA, taking into account the current situation of China's digital economy and clarifying the static aggregate indicators and direct contributive indicators for digital economy. It also explores a case study on DESA compilation program in order to provide a useful reference for the DESA compilation and the SNA improvement in China.
