高技术产业发展对经济增长和促进就业的作用研究

摘要: 本轮国际金融危机之后,我国经济下行压力加大,传统产业增长乏力,但是新经济却表现出良好的增长势头。高技术产业作为工业新经济的代表,相比传统制造业在增长速度上具有明显的优势。本文运用统计和国民经济核算理论与方法,从投资、生产和就业的角度来系统完整地揭示了高技术产业发展对我国国民经济的影响。结果表明:高技术产业投资年均增长率达到25.17%,对后危机时代抑制投资过快下滑起到了缓冲作用;其不变价增加值的年均增长率为22.05%,比GDP年均增长率高出12.44个百分点,尤其在经济下行阶段对GDP增长的贡献率达到了46.92%;高技术产业对其他行业的生产和就业的拉动作用明显,尤其是对传统制造业的拉动效果突出。促进高技术产业快速发展,对于应对经济下行和转变发展方式具有重要意义。

Abstract: China faces great pressure of economic downturn after global financial crisis, traditional industries grows weakly, however, new economy has excellent performance. Using theory and methods of national accounting, this paper undertakes a comprehensive quantitative analysis of the effect of high-tech manufacturing industry on the national economy in three systemic fields of investment, production and employment. The results show that the growth rate of investment of high-tech industry reaches 25.17%, which partly offsets the slowdown of growing of total investment. Value-added of this industry grows by 22.05% annually, especially this industry accounts for 46.92% of real GDP growth after 2009. The multiplier effect of high-tech industry to production and employment of other industries is strong, especially to traditional manufacturing industries. In order to keep sustainable development of economy, it is necessary to further promote the development of high-tech industry.
