Abstract: This paper presents six important aspects affected by sample rotation in Household Survey. Combined with experiences of foreign Household Survey, relevant systems and problems being researched are discussed. By constructing a variance-cost model suitable for complex sample, combining with data simulation and comparative statics analysis method, this paper works out the mechanism to get effective ratio of sample rotation and sample rotation frequency, considering the six aspects influenced by sample rotation.
