摘要: 政府发展战略可能会对经济结构产生重要影响。本文选取技术选择指数作为发展战略的代理变量,基于1978-2014年的相关时间序列数据,利用MS-VAR模型分析了发展战略对消费投资结构和劳动收入份额影响的非对称效应。实证结果表明,以1994年和2013年为转折点,政府发展战略存在显著的差异。在偏向赶超战略的区制,政府发展战略对劳动收入份额和消费投资比例的影响是负向的;在偏向比较优势战略的区制,政府发展战略对劳动收入份额和消费投资比例的影响是正向的。尤其是自2013年以来,政府发展战略显著地转换到偏向比较优势战略的区制,“调结构”效果因此初步显现。因此,政府未来应该坚定地向比较优势战略转型并为此作出持续的努力,才能从根本上解决经济结构失衡问题尤其是消费投资结构失衡和劳动收入份额持续低迷,从而促进经济健康地和可持续地发展。

Abstract: The development strategy of the government plays an important role in economic structure. In this article, we use Technology Choice Index as the proxy variable of development strategy,employ the time series data during 1978-2014, based upon MS-VAR model to analyze the asymmetric effects exerted by development strategy on consumption-investment structure and labor share. The empirical results show that there exists significant difference in development strategy with turning points at 1994 and at 2013. In the overtaking strategy regime, development strategy has depressed consumption investment structure and labor share; In the pro-comparative advantage strategy regime, development strategy has improved consumption investment structure and labor share. Especially, since the year of 2013 government’s development strategy has switched into comparative advantage strategy again, some positive effects have been achieved in terms of structure adjustment. Thus, government should make continuous efforts to push its development strategy to be more conforming to comparative advantage in future. Only in this way,can we mitigate the imbalance of the economic structure fundamentally,especially of the imbalance of the consumption-investment structure and of the depressing labor share, and thus promote the healthy and sustainable economic development.
