中国制造业环境效率、行业异质性与最优规制强度

摘要: 本文以制造业面板为基础,以污染排放综合强度为行业异质性划分依据,运用方向性距离函数在考虑了能源投入和非期望产出的条件下测算出制造业各行业的环境效率水平,然后通过构建SYS-GMM模型和面板门槛模型对环境规制与环境效率之间的关系进行拟合及检验,研究表明:①我国制造业环境效率呈现上升态势,但要显著低于不考虑资源投入和环境负产出的估算结果,制造业环境效率水平表现出明显的行业异质性。②环境规制对制造业全行业环境效率的改善起到了显著正向影响。其中,环境规制对中度污染和轻度污染行业的环境效率影响为正,但对重度污染行业的影响为负。③环境规制强度与环境效率之间存在三重门槛效应,并呈现非线性“U”型特征,但不同类型行业环境规制强度对环境效率的门槛检验存在差异。

Abstract: This paper is based on the manufacturing industry panel, dividing industry heterogeneity depends on the pollution emission intensity, using the DDF measures the manufacturing industries’ environmental efficiency in consideration of energy inputs and undesirable outputs, and then we construct SYS-GMM and panel threshold model to test the relationship between environmental regulation and environmental efficiency, the studies show that: ①The environmental efficiency of manufacturing industry presents rising trend, but which is significantly lower than the estimated results without considering resources inputs and environmental negative output. The environmental efficiency level shows obvious industry heterogeneity.②Environmental regulation significant improves the manufacturing industries’ environment efficiency, the effects of environmental regulation on moderate pollution and slight pollution industries’ are positive, while in heavily polluting industries, the effect is negative.③There are three threshold effects between environmental regulation intensity and environmental efficiency, and presents the nonlinear features of the "U" type, and the threshold effects are different among different types of industries.
