Abstract: Based on the analysis of the key features and the production function of ocean economy and the explanation of the definition of regional competitiveness of ocean economy, a set of measurement index system of ocean economy competitiveness of coastal regions of China is constructed, which includes 3 dimensions (basis, environment and achievements), 9 aspects and 62 indexes. Then, a trial evaluation of the competitiveness of ocean economy of 11 coastal regions of China is taken by using the latest relevant data of 2011 and 2012. The results can explain the reality of the development of ocean economy of coastal regions of China. This index system has good validity and reliability and can be used to instruct the development and competition of ocean economy of coastal regions of China.
