摘要: 自2006年商务部启动服务外包产业“千百十工程”以来,我国服务外包产业在提高规模、吸引人才、培养企业、完善环境等方面都取得了巨大成就。目前商务部已出台了若干政策完善服务外包统计管理,然而业界对统计数据仍持不同观点,为此规范产业统计标准意义重大。本文在对比借鉴国际知名机构统计标准基础上,提出了完善服务外包产业边界及分类的建议,同时对我国服务外包统计工作做出展望。

Abstract: Since the Ministry of Commerce of People’s Republic of China (MOFCOM) started “Thousand –Hundred-Ten project” of service outsourcing in 2006, our outsourcing industries have made great achievements, such as: improved scale, attracted talent, cultivated corporation, improved environment etc. The MOFCOM has enacted some policies to improve service outsourcing statistical management, but different institutions held different views on the statistical data, so it is very important to regulate the statistical standards. The author compared and analyzed the statistical standards of the internationally renowned institutions, put forward recommendations for the improvement of the industry boundary and classification, and made further expectation for China's service outsourcing statistical work.
