从经济普查看区域工业结构趋同的原因

本文发现反映地方保护的GDP增长率强化了省际间产业结构的趋同，进一步验证了使用其他指标度量地方保护的已有同类研究的结论，因此有必要改变现行的用GDP增长率作为地方官员晋升依据的做法，重视国民福利的提高，并将民意对官员的评价逐步纳入地方官员晋升的考核范围。

摘要： 本文发现反映地方保护的GDP增长率强化了省际间产业结构的趋同，进一步验证了使用其他指标度量地方保护的已有同类研究的结论，因此有必要改变现行的用GDP增长率作为地方官员晋升依据的做法，重视国民福利的提高，并将民意对官员的评价逐步纳入地方官员晋升的考核范围。

Abstract: This article finds that the growth rate of GDP indicating local protections have strengthened provincially structural convergence of industries， supporting the results of previous studies. The policy implication is that the current assessing system of local cadres by the growth rate of GDP should be reformed by substituting the growth rate of GDP for the improvement of residents’ welfare and gradually bringing the residents’ evaluation on the local cadres into consideration.
