Abstract: In recent years, Shandong province has made some progresses in cultivating regional characteristical economy, initially forming a blue-economy oriented regional economy characteristics. However, the rate of energy consumption rate is faster than that of economic growth, it is imperative to save energy and reduce consumption. In this paper, by using "pressure –status- respond " model we build an evaluation index system for sustainable energy of Shandong province, to make a status analysis on saving energy and reducing consumption of Shandong, and evaluate urban energy efficiency based on Data Envelopment Analysis technology, as well as estimate total factor productivity of Shandong energy by taking the DEA-based Malmquist index method. Finally, we advance recommendations for promoting saving energy and reducing consumption in Shandong.
