Abstract: The soft power of culture is a significant part of the overall strength，which plays a positive role on economic development that can not be ignored. This paper selected 25 evaluation indices in five aspects，including cultural tradition，cultural activities，cultural qualities，cultural magnetism，cultural institutions and policies，forming a classified and feasible system of the evaluation in regional cultural soft power which is suitable to the conditions in China. And it also evaluated comprehensively the provincial cultural soft power and analyzed the advantages and disadvantages of the power in the culture of each province and its relationship with regional economic development.
