Abstract: Through combing the divergence between definitions of “unattended children” and “migrant children” and analyzing the characteristics of elements, the article clarifies the definitions, intensions and extensions of “attended children” and “migrant children”. In this article a long term mechanism about the registration of unattended and migrant children is built. The mechanism is designed on basis of household data, dominated by the educational department and public safety department separately. The survey form is designed for two special groups of unattended and migrant children, which is consisted of basic information and comprehensive information. Furthermore, the survey is constructed on basis of the registration and household information, dominated by the statistical department. The design and implementation of the registration system is helpful to grasp the situation of unattended and migrant children accurately, and provide the basic information for academic research and policy making.
