Abstract: The background under which probability sampling survey was introduced into China and the United Stats is analogical, but there has been great gap in scientific use, popularization, and effect of sampling survey. The main reasons that brought the gap lie in the difference of statistical system, national culture and the extent to which theory combines with practice. Basing on China’s actual conditions, we analyze these reasons and think deeply on building the mode of governmental statistics survey fitting in with China’s economic, social system and culture. After that, we put forward proposals, which will be conducive to the scientific development of governmental statistics.
