Abstract: As to the evaluation on a community, such as a nation, a department, a region, an organization, group evaluation is the most effective way. This paper discusses some respects of the comprehensive evaluation technology, such as the basic function, the selection of group members and the management of the group, the selection of integration rule, the reflection of the difference intensity between the individual opinions and how to give information feedback to them and the judgment of the result. The authors try hard to offer the whole theoretical frame of the group evaluation technology.
