Abstract:

According to universality characteristic of statistics, this paper analyzes the statistical essential attribute, sums up the concept of broad and narrow statistics, theorizes “the general statistical concepts system”, embodies the statistic’s panorama, makes the statistics have a general principles discipline, and provides people a new view to know the statistics comprehensively. Based on the traditional understanding of the statistical work and statistics, this paper sets up “a total statistical system”, which is one of the two big concept branches of the narrow sense statistics system, and the other is “the complete statistical discipline system” put forward by the professor Yang Can of Xiamen University, and both of them compose the narrow sense statistics conception system. This paper focuses on the analysis and interpretation of a longitudinal statistical conducted by government, makes people have new understanding which is different from the traditional understanding, this is the key awareness to a correct understanding of government statistics constitute, which is useful for the establishment of statistical conception system.
