Abstract: This paper studies the method and boundary for measuring government expenditure on health and the differences between China and international organizations, points out that all these differences should be paid attention to when conducting international comparisons. Using the method of OECD, the international comparisons reveal that Chinese government expenditure on health are relatively low and the public finance for health are not adequate. The government should input more in the area of health, play a dominant role in health financing, and a better health security system should be established.
